Planning the future of West Coast Highway, Scarborough

We recently conducted a survey for community input into a planning study which will recommend a solution for upgrading West Coast Highway between Ventnor Street to West Coast Terrace in Scarborough. Feedback is currently under review and a report on the survey responses will be made public by late March.

This review aims to develop a planning concept identifying opportunities to better connect Scarborough and improve safety around the Scarborough Beach foreshore hub for road users, residents and visitors to this iconic area.

As Scarborough evolves, a solution is needed that helps sustain accessibility and amenity for the growing population and visitor numbers, and as the highway becomes busier and more difficult to negotiate safely.

The future planning concept is a long-term solution that addresses community concerns about safety, extensive travel delays, and noise and vehicle emissions, especially during peak traffic times.

Key features of our planning concept include:

  • A centrally located three-lane lowered road section, which allows regional traffic to pass under the intersections at Brighton Road, Scarborough Beach Road and Manning Street
  • New, lower speed and lower volume parallel roads at ground level that are easier to cross, providing improved connectivity and accessibility
  • Full movement intersections at Brighton Road, Scarborough Beach Road and Manning Street remaining at surface level and operating grade-separated from regional traffic, allowing better east-west movements for local traffic
  • Generous intersections with purpose-built pedestrian crossing points
  • Wider verges for paths, landscaping and public amenities with minimal additional land impacts
