AMMS Network Sustainability Proposal

Main Roads WA is seeking feedback on proposed changes to the Accredited Mass Management Scheme (AMMS) aimed at supporting the long-term sustainability of roads operating under higher concessional mass limits. The proposal has been developed following consultation with local government representatives and seeks to provide a practical and legally robust framework to support road maintenance funding arrangements associated with AMMS Level 2 and Level 3 operations.

AMMS provides eligible transport operators with access to higher mass limits in recognition of accredited loading management practices. While these higher mass limits deliver productivity benefits for industry, they can also result in additional road wear compared to transport tasks undertaken at statutory mass limits. The proposal seeks to introduce a consistent process to help manage these impacts and support the ongoing safe and orderly operation of the road network.

The proposed changes include:

  • Introduction of a new Network Sustainability (NS1) access condition on selected roads.
  • A process for transport operators to obtain confirmation from the relevant Road Manager regarding Road Maintenance Agreements (RMAs).
  • Standardised templates and guidance to support consistent implementation across Western Australia.
  • A framework to assist Road Managers and freight generators in managing maintenance impacts associated with higher concessional mass limits.

Main Roads is seeking feedback on the proposed approach before the requirements are finalised.

  • Main Roads Western Australia is inviting feedback on proposed changes to the Accredited Mass Management Scheme (AMMS) designed to improve the long-term sustainability of roads used by higher-mass heavy vehicles

    The proposal introduces new Network Sustainability provisions for AMMS Level 2 and Level 3 operations. The proposed framework would support Road Managers in addressing additional road maintenance impacts associated with higher concessional mass limits while maintaining productivity benefits for industry.

    As part of the proposal, Main Roads has developed a suite of supporting documents including a draft AMMS guideline, process flowchart, frequently asked questions and a range of standard templates. These materials have been developed to promote consistency, transparency and ease of implementation across the State.
